Centre for Civil Society released its latest publication in the area of governance, State of Governance: Delhi Citizen Handbook 2006. The handbook was launched by Shri Ajay Maken (Hon.ble Minister of State for Urban Development) at a function organized in collaboration with ASSOCHAM on 8th March 2006. The launch saw the participation of various academics, NGOs, Resident welfare associations and students.
State of Governance: Delhi Citizen Handbook 2006 is a compilation of more than 30 departments, agencies, boards and issues that ignite public debate in Delhi today. It makes constructive and bold recommendations for improving the quality and effectiveness of governance. It recommends policy reforms based on the concept of new public management, the principle of subsidiarity, government provision and private production, expanding choice and competition, ward level management and result oriented management. The mammoth task of compiling credible information was completed by young students who took up the challenge of going through myriad corridors of the state departments and dig information that went into the compilation of this simple yet powerful study.
The book release was followed by a panel discussion, chaired by ASSOCHAM President, Anil K Aggarwal. The panelists included Sunil Jain (Business Standard), Rohit Manchanda (Municipal Councilor), Shreekant Gupta (Director, National Institute of Urban Affairs).
Speaking during the occasion, Sh. Ajay Maken emphasized on the great need for proper city planning. He suggested that instead of the DDA being the sole planner and regulator, private bodies should be encouraged to participate and compete. Shreekant Gupta urged the audience to come up with ideas from corporates and lobby with the government for their implementation. Sunil Jain highlighted the importance of the book stating that the book could act as an effective tool to help rationalize and evaluate governance.
